َAbstract:
The Global Talent Competitiveness Index was first launched in 2013 which measures the competitiveness of countries to enable, attract, grow and retain of talents. The GTCI reports have been published in seven issues. In this report, 103 economies have been ranked in 2013 and 125 countries in 2019’s report. Based on GTCI indexes, Iran ranked 97th country in the world and 7th country between 10 countries in central and south Asia in 2019.
The GTCI is a kind of “input-output” model which is combination of assessment on countries’ plans for their talents (Input) and the results of their plans regarding talents (Output). Inputs include enable, attract, grow, and retain, and outputs are considered to distinguish between two levels of talents, middle and high level. The lowest rank of Iran was in attractiveness index and its highest rank was in the global knowledge skills during the last three periods. Additionally, Iran has been ranked among the countries with the lowest attractiveness index in all periods. This report presents a model of global talent competitiveness index and in particular the sub-indicators of attractiveness index as well as Iran’s ranking based on the GTCI.
