Abstract:
Human capital, especially talented and highly educated is one of the main assets of any countries. In Iran, student and talent mobility has always been one of the major concerns of decision-makers and politicians. One of the most important challenges in this field is lack of reliable data and research. Therefore, analyzing trends of Iranian international student mobility can be effective way to understand Iran’s status and rank in the world.
Potential Net Migration Index (PNMI) and Global Talent Competitiveness Index (GTCI) have chosen in this report to interpret status of Iranian international student mobility in the world. Potential Net Migration Index (PNMI) is the estimated number of adults who say they would like to move permanently out of a country. In other words, PNMI measures increasing or decreasing number of population of countries, if there be no barriers for out-migration in the countries.
This index has been studied 150 countries worldwide. In addition to considering total number of population in each country, it has also been specifically measured youth and talents.
Another index which has been used in this report is Global Talent Competitiveness Index (GTCI) which gives ranking based on six indicators: attract, retain, enable, grow, vocational skills and global knowledge skills.
After explaining Iran’s status in global rankings, in section three we have collected Iranian talented and international student mobility data through library studies such as number of Iranian international students in abroad and trends of Iranian international student mobility in the first 10 destinations countries. Section four refers to primary results of the most recent researches and surveys on Iranian international student mobility which conducted online by Iran Migration Observatory in late 2018. The sample was among students and graduates who graduated after 2011. Around 920 respondent participated in this online survey.
